No. As long as the bin is out on the kerb on the agreed day and has been emptied by the council truck, the operator can clean it and leave it back in place. You just need to have it accessible, so leave it out rather than wheeling it back in straight after collection.
A mobile operator uses high-pressure hot water, captures the waste water and adds a sanitising and deodorising treatment, which is hard to match with a garden hose. Doing it yourself works for a quick rinse, but it tends to spread the grime around the yard and rarely deals with the bacteria that cause the smell.
